The Constitution
of the
Uxbridge
High School Student Council
PREAMBLE
We the members of the Uxbridge High School Student
Council have assembled together in order to:
· Give the students practical knowledge of democracy by active participation in helping to determine the policies
and to solve the problems of the school
· Bring about a better understanding between the students and the faculty
· Maintain the general welfare of the school and community
· Establish higher standards of character, leadership, and school spirit
· Make a difference in Uxbridge, the surrounding communities ,and organizations through service, charity, and leadership
We hereby establish this constitution for the
Student Council of Uxbridge High School
ARTICLE I: NAME
Section I:
The name of this organization shall be known as the Uxbridge High School Student
Council, hereafter known as the Student Council.
ARTICLE II: PURPOSE
Section I: The purpose of the Student Council shall be to provide the maximum opportunity for student participation in student affairs, in order to promote the well-being of the school, and to acquire experience
and efficiency in the practice of democracy and student leadership.
ARTICLE III: MEMBERSHIP
Section I: The Student
Council shall consist of at least
a.) A class officer from the senior, junior, sophomore, and freshman class.
b.) Two (2) Regional SAC members
c.) Two (2) Local SAC members
d.) Two(2) School Council members
e.) Foreign Exchange Students shall be invited to become members
f.)
Student Council may appoint alternatives if necessary
g.) If the minimum requirements (A-F) are not met at any time during the year, the executive board is responsible for
recruiting in order to obtain the necessary amount of members.
Section II:
A member with more than four (4) unexcused absences shall be notified when he/she
cannot miss any more meetings during a two month probation period. At the end of
this probation period, his/her membership status will be reviewed by the executive
board. A member not meeting the minimum point requirements will start over as a member-at-large.
Section III:
Terms of membership shall be from May 8th through May 7th of the school year. Terms of membership for incoming freshmen will start on July
1st.
Section IV:
Any students who are interested in becoming members of the Student Council
may do so by attending at least four (4) consecutive meetings of the Student Council
and by obtaining a minimum of fifteen (15) hours.
Section V:
The Rookie of the Year, Freshman of the Year, Member of the Year, and the
Commonwealth Award winners shall become automatic members of the following year.
ARTICLE IV: OFFICERS AND DUTIES
The officers of the Student Council shall consist of a President, Vice President, Secretary, Treasurer, Historian, and Public Relations Officer.
Section I: The President
shall be either a junior or a senior with experience extending through their high
school career. He/ She cannot be the President or the Vice President of any other
organizations (i.e. Class Officers, National Honor Society, etc.)
Section II: A.) The President will preside at the meetings and will be responsible
for carrying out the duties of the Student Council.
B.)
The Vice President will perform all official duties of the President in his/her office. He/She
will also be responsible for recording and coordinating the hours.
C.) The Secretary will be responsible for all duties relating to recording the minutes of the meetings and carrying out
the duties usually pertaining to the office.
D.) The Treasurer will carry out all the duties pertaining to the office and be responsible for the Student Council budget.
E.)
The Historian will be responsible for all duties related to the Student Council Scrapbook (i.e.
Excellence Award)
F.)
The Public Relations person shall be responsible for press releases and publicity pertaining to
the Student Council and its events.
G.) The Executive Board may select one or more delegates at their discretion at any time during the year.
Section III: The temporary leave/ removal of an executive officer may be deemed necessary is he/ she is not performing the required duties pertaining
to the office he/ she holds of the or the Student Council. Leave/ removal shall
be deemed by the Executive Board and/or by the Student Council.
Section IV: Process for removal of an executive
officer:
A.
A motion must be made by an executive board member or Student Council member to hold an executive
board meeting to discuss the executive officer’s removal without the officer in question.
B.
At executive board meetings a vote excluding said executive officer will be held to decide whether
or not the process of removal shall continue.
C.
A majority is required in order for removal to result.
Section V: The succession of executive officers,
due to temporary absence, Shall be as follows: President, Vice President, Secretary,
Treasurer, Historian, and Public Relations. Permanent removal/ resignation of the President requires the Vice President to fill the vacancy and a new
election will be held to fill the vacancy of Vice President. The removal/ resignation
of the Secretary, Treasurer, Historian, of Public Relations officer will result
in an election to fill the vacant position.
ARTICLE V:
ELECTIONS
Section I: The election of officers
of the student council shall be done by the candidates running for the desired office
nominating at the meeting prior to the election. Students may file to run for one
office. In order to run for a Student Council office, the candidate must be a member in
good standing during the previous year. In accordance of not winning the desired office, the candidate may run for another office below the office initially desired.
Section II: During the meeting before
elections are to be held, students shall be asked to declare which officer he/she
will be seeking.
Section III: The order of elections shall be President,
Vice President, Secretary, Ireasurer, Historian, and Public Relations.
ARTICLE VI: HOURS SYSTEM
Section I: Members of the
Student Council are required to meet minimum hour requirements in order to remain
in good standing with the Student Council. By the end of the Student Council year, Sophomores, juniors, and seniors must have accumulated thirty- five
(35) hours, Freshman are required to have twenty-five (25) hours.
Members at Large are required to obtain fifteen
(15) to become a member.
Section II: The chairperson of each
event shall submit an evaluation form at the end of each activity distributing hours
to each member or participant.
Section III: Each student will receive .5
hours for every Student Council meeting attended. If the student brings his/her binder
they will be awarded an additional .5 hours per meeting.
Section IV: The hour system will aid in selecting
members for the CDMASC conferences, MASC conference, and also for trips and other privileged events. The hour system will also determine awards given out at the end of the year.
ARTICLE VII: MEETINGS
Section I: The Student Council
shall meet twice a month at the discretion of the officers and their advisor. A list
of projected meetings shall be distributed at a meeting early in the year.
Section II: Special meetings
may be called by the Student Council Advisor or the President with the approval of
the Advisor.
ARTICLE VIII: TRANSPORTATION
Section I: Any person who
offers his/her services to drive a distance of twenty (20) miles or greater will
be reimbursed for gasoline costs.
ARTICLE IX: QUORUM
Section I: A quorum shall
consist of a simple majority of the membership of the Student Council for an ordinary
business meeting.
ARTICLE X: RESIGNATION
Section I: A member may
resign by acceptance of a written request presented to the Student Council Executive
Board
